2024 Legislation


To develop workforce development initiatives for local pharmacists, this bill will establish a special fund for the University of Hawaiʻi’s School of Pharmacy.

To increase safety and coverage for moped drivers, this bill will eliminate mopeds’ exemption from Hawaiʻi’s mandatory minimum insurance requirement. This will ensure moped drivers have the same protection as other drivers if they are involved in a traffic accident.

This bill will remove limitations on ignition interlock devices and allow consumers to select from multiple products, which increases accessibility to ignition interlock devices and improves safety in our communities.

In order to address deteriorating infrastructure and higher insurance premiums, this bill will require condominiums to set aside 10 percent of annual revenue to its reserve fund.

Following the recommendations of a State and City and County of Honolulu Working Group, this bill would appropriate money to the City and County to implement a feral chicken removal service. This will address concerns from neighbors regarding noise, health hazards, and threats to native species.

2023 Legislation


As more drivers transition to electric vehicles, the state has been losing revenue from the gas tax needed to repair Hawaiʻi’s transportation infrastructure. This bill will require EV owners to be charged a fee based on the number of miles driven in the year instead of a pay a $50-$70 annual surcharge.

To examine the effectiveness of a school psychologist position, I’m working with the Auditor to conduct a Sunrise Analysis. Once the report is complete, I will work with DCCA to forma regulatory process to ensure proper licensure for practicing school psychologists.

I’m working with Lieutenant Governor Luke, the School Facility Authority, the DOE, UH, and community organizations to redevelop the Queen Liliʻuokalani Elementary School property into a mixed used development for affordable housing for teachers and Pre-K classrooms.

This policy will allow nurses licensed under this compact to practice nursing in other participating states. By doing so, I hope to reduce regulatory hurdles for out of state nurses to supplement Hawaiʻi’s local health care workforce.

2022 Legislation


To curtail recent thefts of catalytic converters, this bill will add stronger requirements for sellers/buyers of catalytic converters and a stricter fine for those that violate licensing regulations.

Interscholastic Surfing

 

Inspired by Palolo Valley constituent Carissa Moore’s achievement during the Tokyo 2021 Summer Olympics, this bill supports interscholastic surfing programs in schools.

 

This bill aims to establish a refundable income tax credit to mitigate the effect of a carbon emission tax on taxpayers.

 

To reduce the feral chickens that have infested Hawaii’s state parks and our neighborhoods, this bill would directs the DLNR to establish a feral chicken extermination program.

 

After school programs are important enrichment opportunities for students and allow parents to balance employment. As a member of the Keiki Caucus, Rep. Sayama will introduce this bill that would increase investments and expand access to after school programs by over $6 million.


Illegal Fireworks Resolution

 

Despite the City & County of Honolulu’s 10 year old restriction on fireworks, the community continues to face illegal firework activities. Rather than place further restrictions, these two resolutions aim to better understand how these illegal materials are making its way into Hawaii and where these illegal activities are focused. One resolution will request an audit of Hawaii’s port inspection process, while the other will request HPD to update their CrimeMapping to identify illegal firework activities.
